The Health Council is a community-based comprehensive health council. Members are appointed by the Luna County Board of Commissioners. The council acts as an advisory committee addressing the health and wellness issues for Luna County and makes recommendations to the Board of County Commissioners.

There are 25 members from diverse sectors representing:

• Physical and Behavioral Health Care;
• Social Services;
• Ministerial Alliance;
• Local Government;
• Consumers;
• Youth Representatives, and
• Education Providers.

There are also four 'Community Action Teams' (CATS) that meet monthly to address the identified priorities.
